Big general PCB or two smaller ones?

Manufacturing question, 
I am working in a project where I am going to build two pcbs that have similar components in it. 
Let's say the first one have one uC with 5 transistors, the second has the same uC with 3 transistors and one relay.
For manufacturing costs, do you think would be better to have one pcb with some empty footprints or make two pcbs?

One PCB with empty footprints most likely will be cheaper unless you make them in high volume and price is calculated per board area, not as max size allowed.
