I'm wondering if there are any usable techniques for etching a PCB (a copper board) without sinking a board into chemicals, by any potential manual/hand techniques.
If there are, I'd like to know about some of them, as well as how costly (if very specialized tools are required), cluttery, and accurate they can be (accuracy in this case should definitely depend on your hand and practice as well), either by your opinion, or if you know a source that already describes all of them, that should be sufficient.

Any technique that removes the copper that is in between tracks and other areas that should have copper cover will work.
Specifically some machines are made that use a small milling bit to mill away just the top copper surface of the board until the insulating layer under the coper is exposed. The milling bit follows the path to trace a line in between the areas where the copper should remain thus isolating those copper areas.
The thing that you could do manually with a power tool like a small milling bit or grinding bit in a rotary tool is to similarly just mill or grind away the copper in between the tracks and other copper covered areas.
If you do not have or do not wish to use a motorized rotary milling tool you can instead use a hobby knife to carefully cut away strips of copper where required to isolate the tracks and circuits from each other. If you are cutting or milling away the copper by hand you could use the toner transfer method or similar process to create a printed overlay of where the copper should be removed or where the copper should not be removed to guide your cutting.
