Part Placement accuracy

How accuracy can a part be place on a PCB.
the part in question is in a tight location and needs to be place within 3mils of it center.
is this possible?

That was not good board design from the start. If you can't manage to get the assembly reliably done, you might well have to redesign the board.
Perhaps have this part placed on the board first using optical placement & hope it does not move while the other components are being placed. Often components can move by "several mils" in the infrared/vapour phase oven. To minimise this movement you might have to use a very thin solder paste stencil - which might cause other problems around the board.
