Rectangular PCB cutout not showing in Gerber's

Hi all, 
So I'm working on a front panel for a project and I want to make it using a PCB. I finished making it in Altium and in both the 3D viewer and the built-in Gerber viewer the rectangular cutout at the top left comes out fine. (Note, you can't see the text in Altium because the layer colors are the same for some reason). But when I upload my Gerber's to a website everything except the rectangular cutout shows as you can see in the pictures that I linked. I have tried a bunch of things to solve this but nothing seems to work, even adding milling guides and cutouts don't work. Do you guys know how I can fix this? 
I'll link my Gerber's and all of the pictures.

Looking at the artwork it seems You defined all other cutouts with a keepout or mechanical layer outline. It looks like the large rectangluar opening needs same treatment... keepout.
