Small volume flexible PCB with tight clearance (0.4mm BGA)

I'm looking to manufacture a small run (~10 units) of flex boards.The board is roughly 14 x 40 mm, with two bend points. Four layers would be optimal, but we could probably make it work with two. The design has 1-2 0.4mm pitch BGA chips, so trace width and clearance needs to be tight.

With 0.4mm BGA and more than two rows, you will almost definitely need an HDI PCB to get it routed.
