Solder down PCB module pads

The answer might be obvious, but what's the correct way to put the pads along the edges of a PCB to make a solder down module?
For example on something like a Bluetooth module
Are they a row of normal PTH drilled pads, which the outside is then routed out? Some seem to have the plating past the hole area on the sides which indicates something else.
I'm assuming (or maybe hoping?) this is something that any of the board makers will do and it's not a extra process step...

Usually its done just the way as you described. Some PCB fabs want an extra fee to do them, but there's no difference in the data.
